Tupper Lake town board enters in agreement with Potsdam

TUPPER LAKE — The town board approved an intermunicipal agreement with the village of Potsdam that will allow the town and village of Tupper Lake to receive $60,000 to advance its revitalization strategy.

Potsdam applied for grant funding from the state Department of State for projects along the Raquette River Blueway Trail, a small boat and paddling trail along the river. The village received a program grant of $501,665, which included $60,000 in Local Waterfront Revitalization Program funds that Tupper Lake.

“It’s some byzantine grant world out there that Potsdam has got a pot of money that we can tap into that was obtained not only for Potsdam but for Tupper Lake,” town Councilman John Quinn said at the Feb. 9 meeting.

The town board approved the agreement which grants the town $40,000 to secure consultant planning, community development and legal services to update the Joint Land Use Ordinance and to evaluate the adoption of design standards for the community’s revitalization strategy goals.

The village of Tupper Lake will receive $20,000 to continue to provide local capacity and technical assistance for the coordination and advancement of revitalization strategy projects.

The town’s responsibilities include reviewing the existing land use code, preparing a draft revised land use code, reviewing the drafted code, holding public information meetings, conducting State Environmental Quality Review Act compliance and preparing a final land use code.

The village of Tupper Lake’s responsibilities will include preparing local capacity and destination planning, development and marketing work plans as well as implementing those plans and preparing progress reports, minority and woman-owned business enterprise reports, a final project summary and measurable results forms.

The village of Potsdam will provide technical and administrative support to the town and village of Tupper Lake, and act as a liaison between the Department of State and the town and village.

As part of the project, the town board also approved issuing a request for expression of interest for a land use planning consultant, which will be funded by the grant.

“This (approval) is so we can get some bids on updating our code which the previous is paying for,” town Supervisor Patricia Littlefield said. “It’s time. This will be a good project to update the code.”

The consultant will be responsible for assisting the town and village in reviewing its Joint Land Use Code and subdivision regulations to comply with the 2013 revitalization strategy.

“Ensuring that the existing Joint Land Use Code and subdivision regulations support Tupper Lake’s efforts to achieve its vision and goals is an essential step in its tourism destination development efforts,” the request reads.

The 2013 revitalization strategy focuses on making improvements to Flanders and Municipal waterfront parks.
