State Police seek public’s help with Rouses Point murder
Suspect in custody but authorities looking for more evidence from area
ROUSES POINT — New York State Police are seeking the public’s assistance in connection with a homicide that occurred in the village of Rouses Point on March 27, 2026.
Residents and businesses in the area are asked to review any available security camera footage between the hours of 8 and 11 p.m. on that date.
Anyone who observed suspicious or relevant activity, including an individual walking in the area during that time frame, is urged to contact State Police.
Additionally, residents are asked to check their properties — including yards, trash receptacles and any outbuildings — for any discarded items. This could include clothing or footwear that may be of investigative value. If anything suspicious is located, please do not handle it and contact State Police immediately at 518-563-3761.
On March 28, 2026, at approximately 1:54 a.m., the New York State Police responded to the Anchorage Motel located at 164 Lake Street, in the village of Rouses Point, for an unresponsive male.
Tyrone Biggs, 57, of Rouses Point was subsequently located deceased in his apartment. The Clinton County Coroner responded to the scene, pronounced Biggs deceased, and later authorized the removal of the body to Glens Falls Hospital.
An investigation determined that Austin Lapier, 31, of Rouses Point killed the victim during the evening hours of March 27. Lapier was located, taken into custody with assistance from the Northern Regional Special Response Team and transported to the State Police’s Champlain station for further questioning. Lapier was charged with one count of second-degree murder and one count of third-degree criminal possession of a weapon.
An autopsy on Biggs was performed at Glens Falls Hospital by Forensic Pathologist Dr. Michael Sikirica at approximately 9 a.m. on March 29. The autopsy determined the cause of death to be severe hemorrhage resulting from a stab wound to the neck. Sikirica ruled the manner of death as a homicide.
Lapier was arraigned in the town of Mooers and remanded to the Clinton County Jail without bail.
The investigation remains ongoing and is being conducted by the New York State Police Bureau of Criminal Investigation, with assistance from the Clinton County District Attorney’s Office.
