Comprehensive plan vote, land use code change hearing set

LAKE PLACID — It looks to be a busy week at the North Elba Town Hall.

The town of North Elba and village of Lake Placid will hold a vote on a series of proposed updates on the joint Comprehensive Plan on Tuesday, Jan. 13. Then on Thursday, Jan. 15, the joint Land Use Code Committee is slated to hold a public hearing on a separate local law to review the proposed amendments to the land use code that were the subject of the joint town and village public hearing held on Nov. 17.

Unlike the comprehensive plan, there is not expected to be a vote on the land use code. Instead, the hearing is intended to provide an overview of the proposed local law, outline the changes under consideration, and offer an opportunity for the public to ask questions and gain clarification.

Comprehensive plan

The town and village boards are slated to hold a joint public hearing at 5 p.m. on Tuesday, Jan. 13, ahead of a planned vote on several updates to the joint Comprehensive Plan. The proposed plan, along with more information about the updates, can be found at tinyurl.com/57377b48. In 2023, the town received a grant from the state Department of State to make updates to the plan, which was last updated in 2014.

The comprehensive plan guides future land use and economic development decisions. The update process began in the winter of 2024, with the town and village holding numerous stakeholder meetings, hearings and surveys to inform the updates.

Land use code

The joint Land Use Code Committee is slated to hold a public information session at 5:30 p.m. on Thursday, Jan. 15. It’s set to take place in the main floor meeting room at North Elba Town Hall, 2693 Main St. People can also speak or listen virtually on Zoom at tinyurl.com/54bsr67w.

It’s meant to offer an opportunity for the public to ask questions and gain clarification.

The proposed local law would amend the Land Use Code as follows:

¯ Add “Temporary Workforce Housing” as a Conditional Use in Planning Districts Town Residential, Village Residential, Village Center, Gateway Corridor and Old Military Road Corridor, and provide a definition and standards for such uses.

¯ Add “Special Event Venue” as a Conditional Use in Planning Districts Rural Countrywide, Village Center, Gateway Corridor and Old Military Road Corridor, and provide a definition and standards for such uses.

¯ Allow up to two accessory dwelling units on a given property, each not to exceed 75% of the total habitable floor area of the principal dwelling on the property.

¯ Amend the Sign Regulations to delete “campaign election signs” and “personal lawn signs” from the list of regulated signs and amend the sign regulations for “home occupation” to include “Special Event Venue.”

¯ Provide that accessory dwelling units used as short-term rentals must be hosted.
