Tupper bans parking on Forest Ave.

TUPPER LAKE — The village has passed an amendment to its parking laws, banning parking on a portion of the southeast side of Forest Avenue, in front of the entrance to 29 Park St., the former Richer funeral home, which shares a corner with Forest Avenue.

Village police Chief Eric Proulx said the owner of that property, Scott Snyder, now runs his business Upland Forestry out of that building and filed a complaint last month to request a “no parking here to corner” sign on Forest Avenue. Proulx said with cars parking on both sides of the street, it is sometimes difficult for traffic, especially large vehicles such as school buses, to pass through.

The village agreed to install a “no parking here to corner” 50 feet back from stop sign on Forest Avenue, and Proulx said that the sign may be installed a couple of feet farther back due to tree coverage in the area.

Snyder also requested the designation of a handicapped parking spot, but that was not approved.

“We do not designate spaces on our narrow village streets for any type of parking,” Proulx wrote in a memo to the village board.

Proulx said he consulted village Department of Pubic Works Superintendent Bob DeGrace and school district Transportation Supervisor Sean Auclair. Auclair told him that some bus models can be 45 feet long and that drivers have complained about the lack of visibility and inadequate space for buses at that intersection.

A public hearing held at the village board’s Monday board meeting had no responses.

Proulx said the signs should be installed by the end of the school year.
