A good county manager

To the editor:

Let me introduce myself. I’m Gerald H. Morrow, supervisor for the town of Chesterfield, and I also serve on the Essex County Board of Supervisors.

During Cliff Donaldson’s 13 years as Essex County manager, it was my pleasure to work with a man so dedicated on a daily basis to the residents of Essex County.

Cliff made himself available 24/7 when Essex County went through two horrific floods and an ice storm. He worked side-by-side with emergency services during those natural disasters.

As Essex County budget officer, Cliff was able to keep tax increases to a minimum and at the same time improved the county bond rating, which paid off when the New York State Department of Corrections ordered Essex County to build a new jail facility; the interest rates for borrowing money would be much lower.

Cliff was deeply involved with the jail project, including traveling to the Institute of Justice with myself, the undersheriff and jail administrator, there they taught us all the requirements for building a new facility.

While county manager, Cliff also held the position of president of New York State Association of Counties. During his presidency he worked with SEIU 1199 to cap the share counties had to pay for Medicaid. Instead of the 18% or 20% increase that was asked for, it was capped at 3% and remained that way for several years.
