Presentation of STR survey results tonight

LAKE PLACID — The Lake Placid Village Board of Trustees and the North Elba Town Council are holding a joint meeting tonight to hear the results of a public survey and comment period about short-term vacation rental regulations in the town and village.

The Lake Placid-North Elba Land Use Code Committee, which has worked for years to develop STR regulations for the town and village, presented some new ideas for STR regulations in a public information session in May. The committee showed a series of village and town maps that loosely tied the committee’s ideas for STR regulations to specific districts in the town and village joint land use code. One main idea was to prohibit unhosted STRs in densely-packed residential neighborhoods and to allow unhosted STRs in more commercial districts, like the village center and gateway corridor.

The committee followed the presentation with two public feedback sessions, where people had a chance to fill out a survey describing their reactions to the maps and their feelings about existing STR regulations. People also had a couple of weeks to submit general comments about STRs to the committee. Committee Chair Dean Dietrich said in May that tonight’s presentation will include a “critical review” of the public feedback provided in the surveys.

The town and village are currently under a six-month moratorium on issuing new STR permits as the municipalities discuss changes to their STR regulations. The moratorium is expected to end early this September, so town and village boards have a couple of months to consider the committee’s ideas along with public feedback about STRs before drawing up new regulations to present to the public. A public hearing will be required before town and village boards can adopt new STR regulations.

Tonight’s STR presentation is sandwiched between the village’s regular board meeting — which follows two public hearings — and the town council’s regular board meeting. Tonight’s schedule will run as follows:

¯ 4:30 p.m. — Village board public hearing on increasing sewer rates by around 5%

¯ 4:45 p.m. — Village board public hearing on a new 5 mph motorboat speed limit on Mirror Lake and Mill Pond

¯ 5:00 p.m. — Village board regular meeting

¯ 5:30 p.m. — Joint STR presentation/Town council regular meeting to follow

The village board’s public hearings and regular meeting will be held on the third floor of the North Elba Town Hall, and the STR presentation and the town council’s regular meeting will be held in the first-floor conference room.

STR meetings ahead

The North Elba Town Council has scheduled its own series of special meetings over the course of July to discuss possible directions the council might take to regulate STRs.
