Franklin Co. Jail renovations coming
MALONE — Franklin County officials plan to move forward with several planned renovations to the county jail in the coming weeks.
The county Legislature passed a resolution last Thursday to accept a bid from RSI Roofing, a Gouverneur-based company, to repair the roof of the county jail — identified in the resolution as the “Franklin County Public Safety Building.” RSI’s bid came to $207,900 — a base bid of $174,000, with an alternate of $33,000.
The county Legislature also passed a resolution to reject a bid for the general contracting section of the capital project; that work will instead be done “in-house” by the county’s Buildings and Grounds Department.
The Legislature voted last year to fund $500,000 in repairs and renovations to the county jail over two phases in 2017 and 2018. The total cost of the renovations was later estimated to come to $740,036, prompting legislators to discuss moving to a three-phase plan.
Several systems were recognized as “high priority” renovations in January, including the jail’s grease pit, air conditioning systems, air handlers and several rusted doors. The floor in the control room was also flagged as high priority, after jail personnel nearly fell through it.
Franklin County Sheriff Kevin Mulverhill told the Telegram on Monday that a new floor had recently been installed. The installation took place over just one day, with no interference in the jail’s operation.
“We expect things to happen rapidly from here on out,” said Mulverhill, noting that county officials planned to meet on Wednesday to review the capital project’s progress.
In January, Mulverhill listed additional points of concern at the jail that had emerged since the original estimate, including a leak in the administration building’s rubber roof and a broken window in one of the jail’s dormitories.
The broken window represented not only a security risk but a weather problem that led a 25-bed dorm to be deemed unusable.
The Legislature also accepted bids earlier this month from Perras Construction Services Inc. for the electrical portion of the capital project and J. Hogan Refrigeration & Mechanical Inc. for the mechanical portion of the project. The Perras bid was listed at $28,589 while the Hogan bid was listed at $309,308.
