Tupper planning board seeks engineer to help with resort review

TUPPER LAKE - The town-village planning board is moving forward with hiring an engineering firm to help members with the Adirondack Club and Resort application.

At Wednesday's meeting, board Chairman Jim Larkin said his son Ed works for the Albany-area Chazen Engineering and has volunteered to help the board write a request for proposals to find an engineering firm to work with. He said his son won't be involved.

Larkin said he thinks it would be a good idea to cover one phase of the ACR project at a time, hiring a firm for each phase individually. That way, if the board has a problem with a firm, it can use another on the next phase.

Other planning board members agreed that was a good idea and that it would be good to use the volunteer group from Larkin's son's firm for help writing the RFP.

The engineering firm would be paid for by Preserve Associates, the development group that wants to build the ACR, under an agreement made with them several years ago. Larkin said it's not the best time to ask the developers for money, but he feels that it's necessary.

"I just hate to go to them guys right now and say this to them, because I know they're strapped with their backs against the wall, but the fact remains that we have to be represented by an engineering firm," Larkin said.

THE ADIRONDACK CLUB AND RESORT, proposed by a Pennsylvania-based investment group called Preserve Associates, would overhaul the Big Tupper Ski Area in Tupper Lake and build out the land around it with about 700 luxury housing units and various amenities including a spa, a marina and an equestrian center. The project received permits from the state Adirondack Park Agency on Jan. 20 after eight years of negotiating, reworking the application and an extensive adjudicatory hearing.

In March, two environmental groups and three nearby landowners sued to challenge the APA's decision. That suit is working its way through state courts.

The project still must obtain other approvals, including from the state departments of Environmental Conservation and Health, the U.S. Army Corps of Engineers and the local town-village planning board.
