Test your vehicle and traffic law IQ answers

Last week's traffic safety article listed 20 questions to test your knowledge of vehicle and traffic (V&T) law and safety. Today, we present the answers.

Is it legal to pass a snowplow when it is engaged in plowing a road or highway? Yes, as long as it is safe to do so. No V&T law prohibits it.

If no cars are coming, can you make a right turn on a red arrow? No. Article 1111(d)(2)(a) permits a right on a steady circular red but makes no provisions for same on a red arrow.

Is it legal for a pedestrian to cross a street in the middle of a block? Yes. Article 1152(a) permits this, but pedestrians must yield the right-of-way to all vehicles.

Can you cross an intersection diagonally on a fully protected walk signal? No. Article 1152(c) prohibits diagonal crossing unless authorized by official traffic control devices. There are no such intersections in the North Country.

If your vehicle has daytime running lights, do you have to turn on your headlights when your wipers are on? Yes. Article 375(2)(a) mandates "headlights" whenever wipers are in use - daytime running lights are not headlights under V&T law.

If it is snowing but your wipers are not necessary, do you need your headlights? Yes, if visibility is less than 1000 feet. However, if visibility is greater than 1,000 feet, headlights should be used but are not legally required.

What is the three-second rule in safe driving? This is the recommended distance you should be behind the vehicle you are following. Note when the vehicle you are following passes some object such as a sign, and count to three seconds. Your vehicle should not pass the same object until at least three seconds after the vehicle you are following.

Is it permissible to park in a handicapped spot if you remain in the vehicle? No. Article 1203-b(2) prohibits stopping, standing or parking any vehicle in a designated space for handicapped parking unless the vehicle bears a proper handicapped permit and the vehicle is being used to transport the disabled person.

Is it permissible to park in a fire zone or in front of a fire hydrant if you remain in your vehicle? Yes. Article 1202(3)(b) allows for this when the vehicle is attended by a licensed operator who is seated in the front seat and can immediately move such vehicle in case of emergency.

Can you legally cross a solid line on your side to pass a slow moving tractor? No. Article 1126(a) prohibits driving on the left side of such markings at any time.

Under what conditions is it permissible to go around a lowered railroad crossing gate? None. Article 1170(b) prohibits driving any vehicle through, around or under any crossing gate at a railroad crossing while such gate or barrier is closed or being opened or closed.

Is it legal to drive barefoot? Yes. There is no provision in V & T law prohibiting this.

Should a person in an electrically powered wheelchair, if there are no sidewalks to safely use, forcing him/her to ride in the street or road, ride the wheelchair with or against the flow of traffic? Against. Two V&T articles, 130-a and 1156b, apply here. 130-a defines a person in an electrically assisted wheelchair as a pedestrian. Article 1156b mandates pedestrians walking in streets or roadways to do so on the left side of the roadway facing traffic.

The telephone number of the bus garage as shown on the rear of school buses is mandated by a vehicle & traffic law. True or false? True. Article 1223-a states all school buses must have the area code and phone number of the owner and/or operator printed in three inch bold type on the rear of such vehicle.

Do snowmobiles not traveling on a public road have to obey the state speed limit of 55 mph? Yes. V & T article 2227 gives the commissioner of motor vehicles the right to make rules and regulations as necessary and article 25.03 limits the maximum speed to 55 mph on public trails or lands.

Do vehicle and traffic laws also apply to public parking lots? Yes. Article 1100(a) state V & T laws apply to public roads and parking lots as well as public roads.

If an emergency vehicle is coming toward you with its flashing lights and siren activated, you don't have to pull over and stop if there is no other oncoming traffic to obstruct the emergency vehicle. True or false? False. Article 1144 states you must slow down, pull over to the right, and stop until the emergency vehicle has passed.

It is illegal to cross a fire hose without the consent of the fire official in command. True or false? True. V & T article 1218.

When crossing streets on crosswalks, pedestrians must keep to the right half of the crosswalk by law. True or false? True. V & T article 1155. As silly as this seems, consider the volume of pedestrians crossing streets in a large city, and it makes sense.

When the signal lights at an intersection are not working, the busiest street has the right-of-way over the other street. True or false? False. Article 1117 covers this situation and mandates the intersection be treated as a four way or all way stop sign, and ALL motorists must stop and proceed as they would at a four-way stop.
