It's quite admirable to be involved in community, but "young" ideas can sometimes be a bit naïve. After reading this board planned on using barbed wire in an obstacle course at one of their events, my first thought was liability to the town should someone get hurt. My second thought was the cost of liability insurance for such an event. Unfortunately, we live in a litigious country and a simple waiver will not prevent a lawsuit should someone be injured by the mediums used to build the course. My advice to the board would be to reconsider its use because of the risk.
